LCCAD, Ligao sign MOA on capacity dev’t activities for CCA, DRVR convergence

A Memorandum of Agreement between the City Government of Ligao and Local Climate Change Adaptation for Development, Inc. (LCCAD) was signed on March 18, 2016 at the SP Session Hall. Signed by Ligao City Mayor Patricia Gonzalez-Alsua, LCCAD Chairman and Executive Director Manuel C. Rangasa, and Albay 3rd District Representative Fernando V. Gonzalez, the MOA emphasizes the role of the City Government in facilitating capacity building activities conducted by LCCAD to develop strategies, framework, tools, and mechanisms for the effective implementation of climate change adaptation and disaster risk reduction.

The MOA also constitutes the roles of the City Government and LCCAD in promoting and facilitating the implementation of the proposed Burias-Ticao Pass Protected Seascape which was introduced in the Congress through a house bill sponsored by Congressman Gonzalez in 2015.

The MOA further highlights the partnership of the parties for the establishment of the Institute for Climate-Disaster Risk Reduction for Asia and the Pacific (ICDRR-AP) in Kawakawa Hill, Ligao City.

LCCAD Executive Director Rangasa has seen the initiative of Ligao City to “accelerate, demonstrate, and implement the Paris Agreement of the UN Framework Convention on Climate Change, the Sendai Framework on Disaster Risk Reduction 2030.” He also believes that Ligao City has the potential to be the leading LGU in the Bicol region in implementing initiatives for climate change adaptation and disaster risk reduction.
